Economics of Social Care

Chair: Marja Vaarama (National Institute for Health and Welfare, Finland)

Session Description

With the ageing of European populations and the longer survival into old age of increasing numbers of people with chronic illnesses and serious disabilities, there are enormous challenges for both health and social care systems. The two systems are often intertwined in complex ways – indeed, often very inefficient ways. This presentation will highlight those interconnections, and focus on the challenges of getting a better understanding of a number of key elements: the needs and demands for social care; the supply of care and support; what we know about the performance of care and support systems; and fundamental questions about how the system is financed. Empirical illustrations will be drawn from a range of social care settings. There have been disappointingly few robust studies that have provided answers to the myriad policy and practice questions in the social care sector. The presentation will finish with some suggestions as to how this situation could be rectified.
